THE POSITION Under general direction of the Director of Fiscal Services, plans, organizes, directs, coordinates and supervises the District payroll section; coordinates the workflow and ensures accurate and timely preparation of all payrolls and related records management reporting in the payroll section; and directs the technical duties related to payroll.CURRENT OPENING: One 12 month/40 hours per week position. Salary placement will be on Range 37 of the Confidential Salary Schedule "S". Initial salary placement for new employees is customarily at step 1 ($5,662.98 per month) of this salary rangeAPPLICANT FILING INFORMATION: This recruitment is open to the public. People are considered fully vaccinated two weeks after completion of two doses of the Pfizer or Moderna vaccines or one dose of the Johnson & Johnson vaccine._ ESSENTIAL DUTIES: _The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification._ Monitors to ensure that established procedures and guidelines are followed. Performs special financial and statistical research studies and payroll assignments as required. Answers complex technical questions for assigned payroll personnel. Processes claim forms and related documents. Plans, schedules, supervises, and participates in the preparation, maintenance, and review of payroll records and reports. Supervises and participates in the preparation of all payroll related reports for federal and state agencies. Works with computer-based payroll systems in reviewing and preparing input to the computer and utilizing and analyzing output reports. Trains, supervises, and evaluates the performance of assigned technical staff. Assists in the formulation and implementation of approved payroll and financial record keeping systems and procedures. Makes complex arithmetical calculations and verifies computations. Assists auditors by providing requested payroll schedules, data and reports. Establishes special payrolls for summer school, workshops, audits education programs, and various other programs and projects. Assists in the development, implementation, and maintenance of payroll management activities to ensure the adherence of established procedures. Participates in year-end financial close and reconciliation process. MINIMUM QUALIFICATIONS: Education:Graduation from an accredited college or university with an Associate Degree or higher with an emphasis in Accounting, Business Administration, or related field.Experience:Three years of professional-level payroll experience, including at least two years in a lead or supervisory capacity.Special: Possession of a valid California Class C Driver License. Evidence of adequate insurance for a motor vehicle which meets or exceeds the California legal liability insurance requirement and continue to maintain insurability. Use of an automobile. IDEAL CANDIDATES WILL HAVE: Knowledge of: California public school payroll procedures including state and federal guidelines and regulations. Pertinent provisions of the California Education Code, State and County payroll and HRS system. Computer-based payroll and financial applications and systems. Accounting, fiscal procedures and computerized payroll principles. Principles and practices of school district auditing, financial analysis and research procedures.Ability to Provide input, apply, and explain laws, procedures and regulations pertaining to payroll procedures and policies. Prepare concise and complete oral and written instructions and reports. Establish and maintain cooperative working relationships. Lead and work effectively in a team oriented environment. Learn in-house system and Standardized Account Code Structure procedure. Work amid continuous interruptions and with changing priorities. Use good judgment in choosing best courses of action within the accounting and payroll functions.
